GEXIM and US EXIM Bank Deepen Partnership to Accelerate Ghana’s Export Growth

GEXIM and the US EXIM Bank strengthen cooperation to support Ghanaian SMEs with export finance and machinery loan guarantees.

On 23 April 2025 in Washington DC, a delegation from the Ghana Export–Import Bank (GEXIM) led by Acting Chief Executive Sylvester Mensah met with senior officials of the Export–Import Bank of the United States (US EXIM) to discuss ways to deepen bilateral cooperation and support for Ghana’s export-led growth agenda. They were welcomed by US EXIM’s Acting President and Chairman James C. Cruse and Vice President of International Relations Isabel Galdiz. The discussion focused on renewing and expanding a Cooperative Framework Agreement—replacing the Memorandum of Understanding signed in 2019—to leverage US EXIM’s medium-term loan guarantees for Ghanaian SMEs procuring machinery. Both parties reaffirmed their commitment to strengthening trade and investment ties and agreed to reconvene during the 2025 US EXIM Annual Conference on 29–30 April to explore specific collaboration opportunities and match Ghanaian businesses with American counterparts. 


The GEXIM delegation was headed by Acting Chief Executive Sylvester Mensah and included Deputy CEO for Banking Moses Klu Mensah and Head of International Cooperation Jonathan Christopher Koney. They were received at the US EXIM headquarters by Acting President and Chairman James C. Cruse alongside Vice President of International Relations Isabel Galdiz. 


During the meeting, GEXIM outlined its strategic direction in support of President John Dramani Mahama’s economic “resetting agenda,” which aims to transform Ghana into an export-led economy through targeted investment in Ghanaian enterprises. This provided an opportunity for both sides to align on shared objectives around facilitating access to finance and boosting Ghana’s export capacity.


James C. Cruse expressed US EXIM’s eagerness to deepen its partnership with GEXIM and proposed negotiating a new Cooperative Framework Agreement. This agreement would succeed the 2019 Memorandum of Understanding and enable GEXIM to utilize US EXIM’s medium-term loan guarantees to help qualified Ghanaian SMEs acquire essential machinery for scaling their operations.

Acting CEO Sylvester Mensah thanked the US EXIM leadership for their hospitality and reiterated the Ghanaian government’s dedication to enhancing trade and investment links with global partners, positioning GEXIM as a pivotal institution in the country’s economic transformation. Both teams agreed to meet again on 29 and 30 April 2025—on the sidelines of the 2025 US EXIM Annual Conference—to identify concrete areas of collaboration and facilitate introductions between Ghanaian businesses and their American counterparts.
